I downloaded and installed consult but cannot get is to connect with my car. I tried 2 different versions V65 & V83 but can’t get either to respond.

Usually you need the interface and a subscription to run CONSULT III software on your laptop, plus a security card (the original one is also compatible with consult 3 clone) to work on the immobilizer system, as needed.
It can do a lot of ECM programming and key programming
- Autel MX808 Maxicheck
Autel mx808 is another scan tool option for the same cost or less than consult 3 that will allow you to do the same things, but on all vehicles, not just Nissan products.
If you want a good scan tool for the typical DIY’er, check out the Autel line-up. I use the MX808 Maxicheck, which I picked up for $439 a couple of years ago. It allows me to do all system code checks, view live DataStream and has relearn capabilities. If you need any more than that, you can spend a little more and move up to one of the higher Autel diagnostic tools.
